Choosing an LMS or training evaluation stack for your team?
On an apparel floor, the useful question is never whether an operator has been trained. It is whether this operator is cleared to run this operation, at what grade, and whether that clearance is current. Plants that can answer instantly plan better lines; plants that cannot rely on supervisors carrying the skill map in their heads.

Certify against operations, not job titles
A title like machine operator is too coarse to plan with. Certification has to be per operation or machine class, because that is the granularity at which allocation decisions are made. The record should say which operations, at which grade, assessed when and by whom.

- Grades tied to observable output and quality standards, not years of service.
- Reassessment triggers on machine change, extended absence, or quality escalation.
- Assessor identity retained, so grading consistency can be reviewed.
Making grading consistent enough to trust
The moment skill grade touches pay or allocation, inconsistency becomes a dispute. Two supervisors applying the same standard differently will produce grades that operators correctly perceive as unfair. The defence is a stated standard per grade, recorded assessor identity, and the ability to review one assessor's grade distribution against others.
That last capability is what turns grading from an opinion into a managed process. It requires assessments to be stored as data rather than signed forms in a file.

Skill certification is most valuable when planners and HR read the same record—planners for allocation and line balancing, HR for progression and pay bands. What is operator skill certification?
It is a graded assessment of what a specific operator can run, to what quality, and at what output rate—recorded per machine or operation type rather than as a general training completion. On an apparel line it is the difference between knowing someone attended sewing training and knowing they are cleared for a particular operation at grade.
Why does grading matter for line balancing?
Because a line planned on headcount rather than certified skill mix produces bottlenecks that look like people problems. If planners can see who is certified at what grade for each operation, allocation stops depending on a supervisor's memory of who is good at what.
Should skill grade be linked to pay?
Many Sri Lankan plants do link them, and it is a strong incentive for operators to seek assessment. It only works if the assessment is consistent and the evidence is retained—otherwise grading becomes a source of grievance rather than progression. Consistency is a systems problem before it is an HR policy problem.
How is this different from a general LMS?
An LMS delivers and tracks courses. Operator certification is assessment-led: the operator may need no course at all, just a competent observed assessment against a standard on a specific machine.
