HR teams issue more letters than anyone outside HR realises: employment confirmations for bank loans, salary letters for visa applications, service letters on exit, no-objection letters for further study. Each is a small task, and collectively they consume a meaningful share of the week—largely because each one is drafted from a template, chased for signature, and then re-verified by phone when the recipient does not trust it.

Template plus authority plus register
A workable letter issuance process has three parts: a controlled template so wording does not drift per drafter, an authorisation step appropriate to the letter type, and a register that records every issued document with a unique reference. The register is what makes verification possible at all.

What to disclose, and to whom
Salary letters raise a genuine data question. The employee has usually consented to disclosure for a specific purpose, and the letter should say what was disclosed and for what. Verification pages should confirm authenticity without republishing the salary figure to anyone who scans the code—confirming that a document is genuine is not the same as broadcasting its contents.
This distinction matters more since Sri Lanka's personal data protection obligations came into force. Verification should return the minimum needed to establish authenticity.
Fitting it to existing HR systems
Letter issuance draws on employment data that already exists—join date, designation, employment status. Re-typing those into a letter is where errors enter. Frequently asked questions
Why do employment letters need verification?
Because they are used to obtain credit, visas, and tenancies, which makes them worth forging. A letter on letterhead with a signature is trivially reproducible. Banks and embassies increasingly want a way to confirm a letter came from the employer, and phoning HR does not scale for either side.
How does QR verification work on a letter?
The issued letter carries a QR code linking to a verification page that confirms the document reference, who it was issued to, the issue date, and whether it is still valid. The verifier reads the employer's own confirmation rather than trusting the paper in front of them.
Can a letter be revoked after issue?
It should be able to be. A salary confirmation issued to a former employee should not verify indefinitely. Being able to mark a document superseded or revoked—and having verification reflect that—is one of the main advantages over paper.
Does this replace the signature?
In practice it supplements it. The signature satisfies convention and internal authorisation; verification satisfies the recipient. Most Sri Lankan organisations keep both during transition, with the QR carrying the actual evidential weight.
