Procurement is where document workflow stops being an efficiency project and becomes a defensibility one. The decision may be entirely correct and still be overturned or reputationally damaged because the paper trail cannot demonstrate that the process was followed.

The failure modes are mundane. An evaluation spreadsheet emailed between committee members accumulates untracked edits. An addendum reaches some bidders and not others. An award recommendation is approved verbally at a meeting and documented a week later from memory.

Version control is the whole game

Every document in a tender—specification, addendum, evaluation criteria, scoring sheet, recommendation—needs a version identity and a record of who saw which version when. Addenda are the most frequent point of failure, because a bidder who did not receive one has a straightforward and usually successful complaint.

  • Single controlled source for each document; circulation by reference, not attachment.
  • Addendum issuance recorded per recipient, with acknowledgement where required.
  • Sealed state for submissions, with an auditable opening event.
  • Individual evaluator scores retained alongside the aggregate.
  • Award recommendation approved in-system, dated at the time of approval.

Committees, quorum, and conflict declarations

Committee-based approval carries requirements individual approval does not: who participated, whether quorum was met, and whether conflict-of-interest declarations were made before evaluation rather than after. These are simple to record at the time and effectively impossible to reconstruct later.

Connecting award to purchase

The last gap is between award and purchase order. Where these live in separate systems with manual re-entry, the awarded terms and the ordered terms can differ without anyone noticing until delivery or invoice. Why is procurement documentation higher risk than ordinary approvals?

Because losing bidders can challenge the outcome, and a challenge is decided on documentation. Any gap—an unversioned evaluation sheet, an approval without a recorded date, a document circulated outside the committee—becomes the basis of the complaint regardless of whether the decision itself was sound.

What does sealed-until-opening mean in practice?

Submitted bids must not be readable by evaluators before the scheduled opening, and the system should be able to demonstrate that they were not. Access control alone is weak evidence; a recorded state change from sealed to opened, with time and participants, is much stronger.

How should evaluation scores be handled?

Individually recorded per evaluator, then aggregated—never entered as a single consensus figure with no underlying detail. If a challenge questions scoring, the defence is the individual sheets and the aggregation method, both retained.

Does this apply to private-sector procurement?

The legal exposure differs, but the commercial exposure does not. Private buyers running competitive tenders face supplier disputes and internal audit scrutiny on the same grounds, and benefit from the same controls.
